Upgrade to MT 4.0 Release Candidate 3

This unofficial site is upgraded to MT 4.0 Release Candidate 3.

This upgrade is still simply and easy. Download the package, decompress it, copy and overwrite the old version. Enter the address with mt-upgrade.cgi to finish the upgrade procedure.

This time it needs the database upgrade.
